Artificial Intelligence In Oman: From Vision 2040 And National Programs To Real-World Impact

Artificial intelligence in Oman is moving from ambition into execution. Vision 2040 set the direction, and over the last few years that direction has started turning into concrete AI programs, policy, investment and infrastructure. The National Program for Artificial Intelligence and Advanced Digital Technologies is one of the clearest examples, with a focus on AI adoption, local capabilities and human-centered governance. Oman has also introduced policies around the safe and responsible use of AI.

This is an important shift. But it also creates the next question. Oman does not need more products that simply have AI in them. It needs products that solve problems better because AI is there.

From my perspective as someone who builds technology products, this distinction is becoming more important: infrastructure matters, regulation matters, talent and access to data matter. But none of them are the final product.

Builders can spend weeks arguing about models, benchmarks and architecture. The person using the product will judge all of that in a few seconds: did this actually make my life easier?

A person comparing cars does not need an “AI-powered automotive platform.” They need a faster way to understand which car actually fits their budget, family and daily commute, whether the price makes sense and what information they might be missing.

A small business owner does not care which model is running behind a service. If AI can reduce a process that used to take an afternoon to ten minutes, the value becomes obvious.

Technology companies often start with what the technology can do and then look for somewhere to use it. Useful products usually start from the opposite direction: what is frustrating, slow, expensive or unnecessarily complicated today?

That question becomes particularly important when building for a specific market like Oman.

Localization is not just a language toggle. Even language itself is not as simple as choosing between Arabic and English. People switch between languages, use local expressions and describe the same need differently depending on the situation. The data available locally may also look very different from the datasets used to train or test a global system.

A model can perform well on a benchmark and still feel completely unnatural to the person using it.

Usefulness is also tied to trust. In some products, users are comfortable letting AI suggest an answer. In others, especially where money, personal information or an important decision is involved, they need to understand where the information came from and why the system is recommending something.

This is why I think the human-centered approach in Oman’s national AI program is particularly important. AI adoption should not become a race to add more assistants, chatbots or automated features. The real measure should be whether those tools improve services, make decisions clearer, reduce unnecessary work or solve problems that people actually have.

Oman is already putting many of the foundations in place through Vision 2040, national AI programs, regulation and investment.

The next stage is harder to measure with the number of AI projects launched or systems deployed. It will show up in much simpler things: time saved, better decisions, easier services and products that people keep using because they are genuinely useful.

Because in the end, AI only matters when it becomes useful to someone.
