Oman Launches Four New Industrial Cities: Infrastructure, Sectors, And Investment Opportunities

Oman Unveils Strategic Industrial Expansion to Diversify Non-Oil Economy

The Sultanate of Oman has formally launched four brand-new industrial cities positioned strategically across key economic hubs in the country. Developed under the umbrella of the Public Establishment for Industrial Estates (Madayn), these new zones represent a major step forward in Oman's economic diversification agenda. While international markets historically associate Oman primarily with oil and gas production, smart global capital is shifting focus toward the non-oil industrial, logistics, and manufacturing ecosystems being constructed alongside traditional energy assets.

Inside the Four Cities: Specialized Hubs for Modern Manufacturing

Each of the four newly launched industrial cities is master-planned to target specialized industrial sectors and capital-intensive supply chains:

  • Al Mudhaibi Industrial City: Designed primarily for light-to-medium manufacturing, building materials production, and food processing, leveraging its geographic proximity to internal agricultural corridors.
  • Thumrait Industrial City: Strategically situated in the Dhofar Governorate, focusing on heavy industries, mineral extraction processing, mining support services, and logistics infrastructure connected to southern trade routes.
  • Mahas Industrial City (Musandam): Tailored for maritime services, fish processing, light assemblies, and localized manufacturing, boosting economic activity in Oman's northern gateway.
  • Yanqul Industrial City: Focused on mineral processing, chemical industries, and green technology ventures, capitalizes on rich local raw material deposits in the Ad Dhahirah region.

Attractive Regulatory Incentives and Foreign Investment Protections

To attract both regional enterprise and international foreign direct investment (FDI), the Omani government has attached an array of competitive incentives to these new industrial zones. Investors setting up operations benefit from 100 percent foreign ownership under the Foreign Capital Investment Law (FCIL), multi-year corporate tax exemptions, and zero customs duties on imported raw materials and capital machinery. Additionally, long-term land lease options at reduced rates reduce upfront setup capital, ensuring favorable cash flow for early-stage factory setups.

World-Class Logistics Integration Across Air, Sea, and Land

A cornerstone of these new industrial zones is their direct integration into Oman's rapidly growing multimodal transportation network. The industrial cities are strategically linked to deepwater ports like Sohar, Salalah, and Duqm, alongside modern international airports and expanding regional highway links. This logistics alignment allows manufacturing operations to import raw materials seamlessly and export finished goods rapidly across the Arabian Gulf, East Africa, and South Asia, establishing Oman as an ideal regional export hub.

Aligning Private Investment with Oman Vision 2040 Goals

Ultimately, the launch of these four industrial cities directly supports the core mandates of Oman Vision 2040, which aims to elevate non-oil sectors to over 90 percent of GDP. By channeling local and international capital into high-value manufacturing, mining, food security, and green technologies, the Sultanate is building a resilient industrial infrastructure. For forward-looking global investors, these new cities offer a timely, high-growth entry point into the Middle East's expanding industrial market.
