Digital Push Accelerates Government Services to 94% Milestone

Oman’s digital transformation journey is hitting some serious milestones. According to the latest annual report for the "Tahawul" program, the country reached a 94% performance rate by the end of 2025, which is a massive jump from the 73% they saw just a year earlier. This progress is visible in the numbers: they have successfully simplified over 3,100 priority government services, hitting their target perfectly. On the digitization front, about 90% of the 2,500 basic services and permits they aimed to move online are now fully functional.

It isn't just the central government making moves. Institutional performance reached an average of 85%, and the various governorates hit 80%. What is particularly encouraging is that not a single government institution fell into the "average" or "low" categories for digital proficiency this year. Top honors for digital excellence went to heavy hitters like the Royal Oman Police, the Ministry of Finance, and the Muscat Governorate. Public satisfaction is also nudging upward, currently sitting at 78% across nearly 50 institutions.

The technical infrastructure behind the scenes is working overtime. The National Integration Platform has handled over 2.26 billion data exchanges since 2017, and digital identity checks reached nearly 203 million by the end of 2025. This push is boosting the local economy as well. Between 2021 and 2025, over 250 small and medium businesses were brought on board for digital projects worth more than RO 15 million, resulting in hundreds of new systems, apps, and upgraded websites.

H.E. Saeed bin Hamood Al Mawali, the Minister of Transport, Communications and Information Technology, noted that 2025 marks the end of the program’s first five year phase. He highlighted that they have moved past just setting the rules and are now seeing the actual results, including faster services, simpler paperwork, and a strategic vision that has finally become a daily reality for people in Oman.
